Criminality problem definition at the stage of the system analysis preparing procedures of the state of Ukraine

The article presents the results of the preparatory stage of the system analysis of the system of the state of Ukraine. The goal, purpose, functions, environment, boundaries of this system are revealed, the problem of crime is formalized. Outlines the prospects for further stages of the study.
The Ukrainian society obviously needs the newest techniques which will become a theoretical basis for criminalization counteraction. We consider it expedient to use a system approach while solving problem of criminality and conduct a system analysis of the state Ukraine. The goal of the system of the state Ukraine shall be deemed to be human rights and freedoms. The functions of the system of the state Ukraine shall be statements and enforcement of human rights and freedoms. The designation of the system of the state Ukraine shall be guarantee of human rights and freedoms. Legislatively it is regulated by the provisions of Article 3 of the Constitution of Ukraine.
Criminality is a problem of gap between the functions of the system of the state Ukraine and its designation. Criminality is also a problem of disadvantages in the interaction of the system of the state Ukraine with own environment.
The aim of our system analysis shall be considered to be1) creation of the generalized conceptual model of the system operation of the state Ukraine and its interaction with the environment; 2) development of recommendations for solving mentioned problems related to the criminality.
